This book includes two sections; the first section addresses the theory of crime, and the second section covers the theory of punishment. The theory of crime includes the principle of criminal legality as the basis for criminalization, followed by an explanation of the scope of the application of the Qatari Penal Code in terms of place and time. This section focuses on defining crime and its elements, as well as the different forms of crimes. It also presents the theory of criminal participation, attempted crime, and the reasons for justification such as the exercise of rights, self-defense, and the performance of duty. The second section contains provisions related to punishment, beginning with its definition and the various forms it can take, including the discretionary power of the judge and the restoration of rights.
